The Masri Foundation and the Prime Minister’s Office Launch the National Spatial Development Plan 2050 

Ramallah – Palestine, September 18, 2025 – The Munib & Angela Masri Foundation and the Prime Minister’s Office today launched the National Spatial Development Plan (NSDP 2050) for the State of Palestine, in a ceremony held at the Prime Minister’s Office following its formal approval by the Palestinian Council of Ministers. 

The event was attended by Prime Minister Dr. Mohammad Mustafa, a number of cabinet ministers, as well as consuls and diplomatic representatives from Norway, France, the United Kingdom, Spain, Ireland, and the European Union, alongside a distinguished group of experts and leaders. 

The launch marks the culmination of five years of dedicated work, which began in 2020 under a memorandum of understanding signed between the Foundation and the Ministry of Local Government. The effort was supervised by the Ministry of Planning and International Cooperation and carried out in coordination with the relevant ministries and institutions. 

The plan embodies the national vision adopted by the Foundation for the future of Palestine. It provides a strategic framework for balanced and sustainable development and serves as a roadmap extending through 2050 and beyond. 

The project now enters its second phase, which will focus on developing a detailed implementation plan with a clear timeline and defined responsibilities. This phase will also include mobilizing the necessary local and international financing to deliver key programs and projects. These will encompass recovery and reconstruction efforts in Gaza and the West Bank, including Jerusalem, as well as sustainable development initiatives that lay the foundation for an independent Palestinian state. 

The plan is also designed to serve as a reference framework for national development plans, strategies, and policies at the national, regional, and sectoral levels. It will align government development budgets for the next five years with the programs and projects set out in the plan, while introducing monitoring and evaluation mechanisms to ensure continuous feedback and improvement. 

In this context, the Masri Foundation will continue its active support throughout all three phases of the plan, working in full partnership with the Ministry of Planning and International Cooperation until its completion. 

Speaking at the event, Munib R. Masri expressed his pride in contributing to this national project, stating: 

“This is a defining moment that announces not only a plan, but resilience and determination. It is a clear declaration of our political, cultural, and economic will. We are drawing the outlines of tomorrow’s Palestine – a state built on human values, free from wars, displacement, and borders, a model for a world striving for peace and coexistence.” 

For his part, Prime Minister Dr. Mohammed Mustafa emphasized that the plan reflects a comprehensive vision for building the Palestinian state, encompassing transportation and communication networks, water and energy resources, economic development zones, new urban centers, and vital facilities. He added that the National Spatial Development Plan is a clear declaration of the will of a clear declaration of the will of a people determined to persevere, and of a state capable of building and advancing despite all challenges. 

Through this launch, the Munib & Angela Masri Foundation reaffirms its unwavering commitment to supporting national and developmental initiatives that guarantee every Palestinian the right to live in dignity, while strengthening the path of nation-building and resilience toward a more just and prosperous future.
